In Portsmouth, the Norfolk Naval Shipyard is an active and historic U.S. Navy facility that is often referred to as the Norfolk Navy Yard which is really located within Portsmouth than Norfolk. The name "Norfolk" was selected in order to prevent confusion with Portsmouth, within New Hampshire. This is where a naval shipyard previously existed once the Virginia facility first opened. The shipyard remodels, repairs and rebuilds all types of Navy ships.

The city of Portsmouth sits along the Elizabeth River, directly across from Norfolk. The city of Portsmouth offers many miles of waterfront land and is part of the Hampton Roads harbor. Between Downtown Norfolk and Olde Towne Portsmouth, there is a ferry boat which brings riders back and forth across the water.

A shipbuilder called John Wood saw that the future site of the city of Portsmouth will be a suitable shipbuilding location. He petitioned England's King James I for a land grant and soon after, the neighboring area was settled as a plantation community.

The city of Portsmouth was officially established during the year 1752, during an act of the Virginia General Assembly on behalf of Col. William Crawford. Crawford, a merhmerchant ship owner, dedicated the four corners for Court and High streets for a church, a market, a jail and a courthouse. The town was named for Portsmouth England. The area known as Old Towne features among the largest collections of historically significant homes between Charleston, Virginia, South Carolina and Alexandria. The AME or also called Emanuel African Methodist Episcopal Church is situated within Olde Town and was constructed by numerous free men and slaves. It is the oldest African American church in Portsmouth and the second oldest building in Portsmouth.

The Pass House is a historic building within the city of Portsmouth, constructed in the year 1841 by Judge James Murdaugh. There are several other historic buildings in Portsmouth which were occupied by Union troops from 1862 until 1865. Regulations by federal forces required Portsmouth residents to acquire a written pass to travel across the Elizabeth River and locations beyond. These passes were given from the English basement and that is how the name "Pass House" came about.

Portsmouth has a rich history as a port town. The Olde Towne Business and Historical District is located within the downtown area and there has been a combination of redevelopment and conservation underway there. For example, the Hawthorn Hotel and Suites, situated at the Governor Dinwiddie Hotel, was closed for over ten years prior to being reopened during the year 2005 after being renovated and reopened. This building has been recognized by the Historic Hotels of America. This is a program of the National Trust for Historical Preservation that identifies hotels that maintained their historical integrity, ambiance and architecture. The society also offers resources for their preservation.
